URGENT! Subscriptions being taken when none exist

We had set up some sandbox subscriptions and tested and everything worked. However all of those test subscriptions were cancelled when testing finished. We are receiving multiple webhook calls per day processing payments from subscriptions that do not exist.
Today we have had 6 api calls to the webhook all processing payments for subscriptions that do not exist. In the sandbox account (business) all subscriptions are cancelled. In the personal sandbox account, all subscriptions are cancelled. Why is this happening? 6 in one day for the same non-existing subscription?

Every 4 hours this is happening! There are ZERO active subscriptions in our sandbox account. You cannot make a subscription that takes money every 4 hours. What is happening here?
