Recently just bought ingame currency but when i buy it only get the partial of it. Then i up dispute at paypal because the thing i bought it not as described but after merchant say that it will be delivered and i check to ingame it say i owe them money, because i cancel the payment. Is open dispute mean Paypal will refund the money from seller? because i didnt get the my money back
