Can I open a dispute with a seller, when it's the courier they have chosen who is at fault for not delivering my items?

Seller is the one who chose the courier and the seller is the one that has to sort out anything that goes wrong with that courier in not getting your item to you. So yes open a dispute.
Advice is voluntary.
