I have made transaction in EUR from EUR debit card, but was charged in USD

Hello, I have purchased item from merchant, where price was listed in EUR. On checkout page, there was only EUR price. I have my Revolut debit card in EUR linked to my PayPal account. But after I have paid, I found out, that I was charged in USD and amount was higher by 5.1%. After further investigation I have found out that PayPal made unnecessary conversion from EUR to USD, so my card was billed by USD with unfair high PayPal conversion rate. I have contacted merchant, but he does not want to cancel transaction as he would have to still pay PayPal fees. How do I resolve this problem? It seems like PayPal is trying to earn money of me by applying conversion that I have not asked for. Is there any higher authority in EU, that I can report this scam behvaiour to?
