Linking bank account fail sending 2 small deposits

I have attempted to link an Australian bank account in Australia.  I was successful in linking another bank account, so I know that it shouldn't be a problem to add another one.  When I attempted to link this bank, it told me it would send 2 small deposits to the bank, and I should tell Paypal how much they are (as expected) after 5 business days.  Well its been over 2 weeks and nothing was received by the bank.  Called Paypal and they said 'there was a technical issue'...  I mean WTF?  What was the problem I asked.  'Don't know' was their answer.  And to leave the customer hanging without even advising them that the deposits weren't sent, is unacceptable customer service.  Their systems are obviously FLAWED.

 

Has anyone else experienced such abysmal customer service from Paypal?
